Position Summary:
Involved in the development of server/OS/desktop/mobile applications and services including researching, designing, developing specifications for designing, writing, modifying, testing, debugging, troubleshooting and maintaining source code. Also having direct or related involvement in designing related databases, user interfaces, integration to other systems/applications, content or multimedia processes. Work includes analysis and design to post-production processes, quality assurance, maintenance and documentation. Fixes bugs, performs ongoing application maintenance, and supports customers as needed. Collaborates with team and IT colleagues on application development as well as analysis and resolution of hosting platform issues. Develops implementation plans and estimates technical work effort. Proposes and designs application and database architecture.

Duties
Duty 1: Plans, designs, develops, modifies, debugs, deploys and evaluates complex software for functional areas. Negotiates with stakeholders on the creation of software specifications. Analyzes existing software or works to formulate logic for new complex systems and devises complex algorithms. Understands data modeling and tests/debugs complex software. Analyzes the design and use of complex data sources. Applies industry standard programming security practices at all times.

Duty 2: Negotiates, develops and executes moderately complex test plans. Develops conversion and system implementation plans. Trains users in conversion and implementation of system. Performs complex data analyses, performance and integration testing, and builds interfaces for a variety of internal and external constituents. Monitors and employs source code control techniques and configuration management.

Duty 3: Gathers, analyzes, prepares and summarizes recommendations for approval of system and programming documentation. Recommends and implements changes in development, maintenance and system standards. Negotiates project plans with stakeholders. Ensures project reports are made.

Duty 4: Understands and applies industry practices, community standards and department policies and procedures relating to work assignments. Interacts with senior level internal personnel. May serve as technical lead for a software development project of moderate scope.

Duty 5: Supports business owners of software applications and end-users as needed. Collects, investigates, tests, and resolves problem reports of all kinds for a range of software products and technical services.

Duty 6: Understands and applies best practices, design, implementation, and testing of web accessibility in compliance with the WCAG 2.0 standard.

Job Requirements
Bachelor's degree in computer science, or a related field, or an equivalent combination of education and experience.
- Hands-on experience with coding to secure software development best practices.
- Advanced skills associated with software design, modification, implementation and deployment, including object-oriented programming concepts.
- Demonstrated ability to understand functional needs and how systems can support those needs. Demonstrated ability to develop conversion and system implementation plans.
- Demonstrated ability to create software specifications, including lightweight specifications for agile projects.
- Demonstrated advanced skills in HTML, CSS, Javascript, JS frameworks, and implementation of interactive UIs.
- Demonstrated software repository skills. Demonstrated testing and test planning skills.
- Thorough experience with common programming tools. Demonstrated ability to follow software specifications.
Required
- Demonstrated ability to interface with management on a regular basis.
- Thorough experience with identification and use of code libraries and open-source forums.
- Experience with planning for deployment and creation of feedback mechanisms.
- Expertise in administering Wordpress and Drupal
