The wireframes are created, modified and stored in those services. He also wanted to stress the need from someone familiar with "reactive web design". This is essential to this project.
The web development team works in Ruby on Rails, Node.JS, and React, these are helpful languages to be knowledgeable about. I would say Node.JS is a requirement.
