UC San Diego Health is seeking an applicant for a Data Governance Architect who will be responsible for assessing data management environments and governance capabilities to make data actionable for UCSD Health and facilitating the transition for the enterprise into a data driven organization. This position will report to the Sr. Manager of IS Analytics, and will be responsible for the overall program design and management of UCSD Healths Data Governance program. This encompasses designing and implementing sustainable governance in the data warehouse, data management, analytics, and business intelligence offerings at UCSD Health.


Data Governance Requirements: The Data Governance Architect will function as the point person for developing and maintaining the UCSD Health enterprise data governance strategy and roadmap. Specific duties include: assessing the current state and designing the future state of data governance at UCSD Health. Developing the roadmap based on maturity assessments and pain points for capabilities around data quality, governance, architecture, analytics, metadata management, master data management, and more. Defining roles and responsibilities to establish a sustainable data governance program, operating models, and business cases with both qualitative and quantitative analysis.

Project Management Requirements: The Data Governance Architect will function as the technical program manager responsible for their teams project plans in conjunction with the operational project managers to ensure accurate, consistent, and timely data delivery. Specific duties include but are not limited to developing and maintaining project plans, directing work to other team members, creating status reports, facilitating decisions, identifying and mitigating risks, collecting and interpreting data from various sources, presenting measure and program results to clinical and operations executives, and managing evolving technical requirements.


Product Management: The Data Governance Architect will function as the technical product manager responsible for developing and evangelizing the adoption and utilization of the core data governance products such as: Collibra, Atlassian Confluence, and CA PPM. Roadmaps should be developed in conjunction with senior leadership, operational stakeholders, and vendor advisors to ensure these products can meet business and clinical requirements including scaling across multiple dimensions. Specific duties include but are not limited to facilitating strategic planning sessions, conducting product related research, developing product requirements and specifications, producing development approaches and timelines, coordinating the integration of products into the larger enterprise product portfolio, assessing third party products/vendor solutions, communication plans, training plans, writing recommendations to senior leadership, and creating maintenance/upgrade plans.


Data Systems Analyst 5: Involves technical acumen for planning, designing, developing, implementing and administering data-based systems that acquire, prepare, store and provide access to data and metadata. Maintains and optimizes systems and migrates data and systems as needed. Ensures integrity and completeness of data and workflow, manages and / or develops data practices, databases and information systems as well as guidelines, dictionaries, registries and / or services. May include interpretation of scientific research data artifacts as well as mediation across science and technology domains and long-term data care. As information architect and data steward, designs systems, data products and / or data production processes while focusing on data curation, data exchange, data security, data integrity and information environments. (Re)evaluates frameworks, strategies, standards and standards-making activities. May involve work with a project-level data repository, a center or an archive.




MINIMUM QUALIFICATIONS


  • A Bachelor's Degree in healthcare information technology, computer science, or related area; and/or equivalent combination of experience/training.

  • Seven (7+) or more years of relevant experience in ETL development, healthcare analytics, and data warehouse development.

  • Ten (10+) years of data strategy and data governance experience, preferably in an academic healthcare environment.

  • Seven (7+) years of experience with developing and managing knowledge management, data governance, and/or master data management programs.



PREFERRED QUALIFICATIONS


  • Three (3+) or more years of Collibra experience.
  • Collibra Ranger Certified.
  • Advanced level of project management or program management experience including administration of a project management platform.
  • Product management experience qualified at a minimum of leading a product through (2) releases.
  • Prior experience with managerial or supervisory duties including employee development.
  • Experience with developing and managing technology products including developing user profiles, requirements, experience testing, and product portfolio management.
  • Familiarity or experience with OMOP Common Data Model and/or Data Warehouse schemas, intermediate-advanced SQL coding, familiarity with views, automation, stored procedures, and/or SSIS.
  • Familiarity with Agile development, Software Development Life Cycles (SDLC) , Product Development Life Cycles (PDLC), and waterfall implementation methodologies.
  • A high level of proficiency in SQL programming is required and experience in creating views, stored procedures/automation, and SSIS.
  • Knowledge, experience, and/or certification working with Epic data (Chronicles, Clarity, and Caboodle).
