General Purpose


Under general direction manages, supervises, and coordinates the activities and operations of the Information Technology Web and applications development team; Oversees the resources, technical abilities and provides consulting for new technology requests and feature enhancements; coordinates and completes assigned activities with team, vendors, other departments and programs, and outside agencies or partners; responsibilities include but are not limited to soundtransit.org, custom web applications, related projects and web application project portfolio.




Essential Functions


The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.


• Coaches, trains and motivates staff; coordinates and/or provides staff training manages the workflow and prioritization of projects and measures the performance of the division and all related staff and takes appropriate corrective action when necessary; provides advice and counsel to staff; develops developmental work plans for staff; implements or recommends corrective actions, discipline and termination procedures as appropriate/necessary.


• Works with management to set direction of software development, guiding/facilitating the software development team, focus on application design, code/security reviews, testing, coding standards and managing software developers and their tasks, including resource allocation.


• Directly manages software development and QA staff as assigned.Manages full time, temporary contract and external contracts staff.


• Provides hands on software development, software architectural design, and other technical work needed to meet the Agency's objectives.


• Responsible for the initial and ongoing design and development activities to build, launch, and continuously improve internally or public facing applications.


• Responsible for the oversight of the UX-centered process and agile methodology.Leading the full agile project lifecycle, including sprint planning and daily stand-ups, and must directly task work to development staff.


• Provides technical oversight for IT Development projects through complete lifecycle; manages all functions associated with the development of projects including creating high-level architectural specifications, ensuring integration with existing systems/platforms, consulting on business needs, defining technical and product requirements and specifications, sprint planning, vendor management and resource planning.


• Identifies, trains, and implements principles, practices, rules-of-thumb and the subtleties of effective agile development; identify and implement corrections to misinterpreted, misunderstood and misapplied practices; provide ongoing training and sponsorship of best practices for managing agile development teams.


• Provides training and guidance to applications team. Leads the development and maintenance of reports concerning operations and projects; prepares briefings on project status, progress, changes, and items related to the team scope; analyzes, tracks, and reports on trends in project development, schedule, system lifecycle planning, and budget in conjunction with the IT Manager; develops roadmaps for solution sustainability; and supports other projects in any administrative capacity as directed.


• Provides support to the department on matters as directed; serves as staff on committees and work groups; prepares and presents reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.


• It is the responsibility of all employees to follow the Agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and/or other employees.

Minimum Qualifications


Education and Experience:


Bachelors Degree in computer science, information technology, or closely related field and six years of experience in the application development and/or application testing field, including three years with agile methodology, coaching or mentoring teams in agile practices OR an equivalent combination of education and experience.



Preferred Licenses or Certifications:


Scrum Master Certification or Agile Project Management Certification


• Experience with transit data and/or mapping.



Required Knowledge of:


Software design and development at an expert level utilizing various object oriented and web technologies.


• Strong client-facing presentation and facilitation skills.


• Strategic planning, leading teams, setting up best practices/release management methods


• Strong Experience using Agile Frameworks such as Scrum, Agile unified Process (AUP),or Kanban).


• Experience coaching or mentoring teams in Agile Practices.


• An understanding or experience in defining requirements, planning or development / testing on an Agile Project.


• Experience working with stakeholders and development teams.


• Operational characteristics of a variety of computer and network systems, applications, hardware, software and peripheral equipment.


• Principals and applications of critical thinking and analysis.


• Pertinent federal, state, and local laws, codes, and regulations.


• An understanding or experience in defining requirements, planning or development / testing on an Agile Project.


• Advanced principles, practices, methods and techniques used in the installation, troubleshooting and maintenance of JLAMP systems and applications, and of software development lifecycle.


• Methods and techniques of using system design and development tools.


• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.



Required Skill in:


Senior level of development experience with the JLAMP stack and Drupal


• Build and configuration management


• Strong client-facing presentation and facilitation skills.


• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.


• Leading agile web development teams, user-centered design and development, and should have a strong background in either Business Analysis, Project Management, QA / Testing or Development


• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.


• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.


• Analyzing problems, identifying alternative solutions, projecting conse­quences of proposed actions and implementing recommendations in support of goals.


• Researching, analyzing and evaluating new service delivery methods.


• Providing support to systems design and development projects.


• Managing large, complex projects and making decisions in fast-paced, difficult environments.


• Preparing and analyzing complex data and comprehensive reports.


• Working cooperatively with other departments, Agency officials, and outside agencies.



Physical Demands/Work Environment


Work is performed in a standard office environment.


• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
