Job Title: Federal Security Specialist

 

Area:  Government & Public Services (GPS) Security                  

             

Location:  Chantilly, VA

General Description: 

Will support Deloitte's compliance with the National Industrial Security Program Operating Manual (NISPOM), Intelligence Community Directives (ICD), and other government and firm security policies and procedures.

 

This is an experienced personnel security professional role within the GPS Security office. The primary responsibilities are to perform standard and specialized personnel security (PerSec) processing duties in support of Intelligence Community programs. 

 

The individual will provide timely and accurate, PerSec actions required throughout the personnel security lifecycle for Sensitive Compartmented Information (SCI) access processing. 

 

The position will require application of regulatory knowledge and experience governed by the National Industrial Security Program Operating Manual (NISPOM) and Intelligence Community Directives (ICD).

 

Primary Duties & Responsibilities: 

Process program and administrative actions required for security clearances for the organization's employees, ensure the security of restricted access facilities and advise management on related issues including but not limited to the following:

 
* Sensitive Compartmented Information Facility (SCIF) access control procedures
* Initiate, prepare, and submit required personnel security applications (initials, upgrades and periodic reinvestigations) for access to National Security Information and Intelligence Community programs to include eQIP, SF86, and other agency required paperwork
* Act as the quality control specialist for personnel security paperwork, ensuring all packages are accurately completed and ensuring any required/associated documentation is included
* Develop relationships and conduct ongoing follow-up/communication with engagement teams and government points of contact (POC)
* Conduct and track indoctrinations, travel briefings, and debriefings
* Prepare and complete visit authorization letters (VALs, PermCerts) for classified visit requests
* Assist with developing, advising, and maintaining SCI policies and procedures
* Assist with conducting SCIF random and self-inspections
* Support the requirements for client badging/onboarding processes
* Assist with other Security missions/actions and projects, as required

Required Skills:
* In-Scope Top Secret/SCI personnel security clearance with polygraph
* 3-5 years of federal security operational and or Personnel Security processing experience
* Knowledge of personnel and physical security policies and regulations
* Ability to provide constructive, tactful, and discrete security advice and guidance to personnel across all levels, including senior managers, peers, subordinates, and customers
* Professional, customer-centered attitude; executive demeanor
* Discrete, with ability to properly handle and protect highly sensitive personnel/security data
* Strong computer skills - MS Word, Excel, Access, PowerPoint, Outlook and Internet; familiarity with security database operations
* Knowledge of government databases including the Joint Personnel Adjudication System (JPAS), Scattered Castles and eQIP
* Knowledge of National Industrial Security Program Operating Manual (DoD 5220-22.M)
* Exceptional organizational skills, thorough, detail-oriented and follow-through behaviors essential; strong multi-tasking and prioritization skills 
* Excellent verbal and written communication skills
* Self-motivated proactive contributor and creative thinker who is willing to contribute ideas and operates well in a rapid-response environment
* Ability to exercise sound judgment and discretion

Desired Skills
* Bachelors degree preferred
* Familiarity with Access Commander database software is a plus
