NSA Overview:


The professionals at the National Security Agency (NSA) have one common goal: to protect our nation. The mission requires a strong offense and a steadfast defense. The offense collects, processes and disseminates intelligence information derived from foreign signals for intelligence and counterintelligence purposes. The defense prevents adversaries from gaining access to sensitive or classified national security information. In support of the NSA mission, as a Program Manager (PM) you will be responsible for ensuring the optimum mix of cost, schedule, performance, and system supportability throughout the life cycle of a program to realize mission outcomes. While operating at a high ops tempo, the selectee will interface with various levels of personnel, management, and organizations throughout the Agency, as well as with external customers and contractors. PMs leverage their expertise from a variety of areas (e.g. computer science, systems engineering, infrastructure and logistics, intelligence and language analytics, among others) to effectively and efficiently deliver the programs that protect the nation.


Description of Position:


We are seeking passionate Program Manager to lead and shape the future of program management functions. Entry-level PMs are hired into the Program Manager Development Program (PMDP), a 3 year development program that combines advanced training and diverse work assignments, followed by a 2 year post obligation in a program manager position.


As an entry-level Program Manager at the NSA, your responsibilities may include:



  • Establishing and managing cost, schedule and performance baselines for programs

  • Implementing best practices and processes to track progress of services and development of capabilities in terms of defined cost, schedule, and performance outcomes

  • Adjusting priorities and resource allocation based upon objective program performance data

  • Providing metrics and analysis to support forward-looking decision-making based on data

  • Establishing governance processes for program and related reviews

  • Overseeing testing that satisfied DoD/ODNI/Industry guidelines while demonstrating that an acceptable level of customer expectations have been assessed and met

  • Leveraging data and analysis from systems engineers, configuration managers, contracting officers, and/or financial managers to inform program performance measures

  • Providing program status reports and briefings to internal management, NSA senior leadership and government oversight officials in the DoD, ODNI, and Congress

  • Collaborating with senior leaders, senior technical leaders, systems engineers and fellow program managers to help develop a strategic vision and goal for the organization


Skills


The ideal candidate is someone with a desire for continual learning and strong communication (both oral and written), problem-solving, and interpersonal skills who is adaptable and has a great eye for detail.


Knowledge and experience in the following areas is desired:



  • Leading people and/or projects

  • Understanding information technology and telecommunications products, programs, tools and processes

  • Working effectively (independently and/or with teams) across functional areas in a collaborative environment

  • Managing multiple tasks with competing timelines and deliverables

  • Effectively using Microsoft Office suite of tools


Qualifications


The qualifications listed are the minimum acceptable to be considered for the position. Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position.


Entry is with a Bachelor's degree and no experience. A high school diploma or GED plus 4 years of relevant experience, or an Associate's degree plus 2 years of relevant experience may be considered for individuals with in-depth experience that is clearly related to the position.


Degree must be in a technical field (Engineering, Systems Management, Computer Science and Information Technology).
