The Academic Computing and Communications Center is an agile organization, with a collaborative and team centered environment that provides IT leadership, academic technology infrastructure and services at University of Illinois at Chicago. We excel at supporting 40,000 staff, faculty and students across a diverse and comprehensive university in the heart of Chicago. Our services include campus wide networking, teaching and learning, identity and access management, communications, research computing, IT security, application development, web services, compliance and more.


The University of Illinois, ACCC seeks a Director of Infrastructure & Development Services. This position is responsible for designing, building, and integrating new technology solutions as well as the maintenance of existing systems and related infrastructure. Areas of responsibility include Network Services, Telecommunications, Systems Administration, and Development teams. The successful candidate will ensure effective communication and visibility into group offerings, changes, and challenges.


Job Responsibilities (Essential Duties)


Strategy



  • Provide strategic direction and oversight of network, systems and data center operational activities, including regular upgrades and expansion, patches and security, and ensure systems are maintained and required uptimes are met.

  • Work closely with the CIO and other departmental directors to plan, strategize, and ensure key initiatives are developed and completed.

  • Working with the department’s leadership, set direction and vision for best practices in terms of integrative support for third-party on premise and cloud applications and services.

  • Advance the use of effective communication and cooperation strategies such as dashboards and visual analytics.

  • Maintain a working strategic knowledge of the latest technology advancements and trends


Operational



  • Execute the innovative planning, implementation, and deliverables associated with storage, compute, and network architectures.

  • Provide effective management and oversight of cloud service offerings and service providers.

  • Review and shepherd all SLA’s and contracts relevant to this group.

  • Working with the Chief Information Security and Privacy Officer (CISPO), ensure mitigation of security vulnerability risks across managed systems, applications, and services.

  • Ensure that infrastructure, systems and application services products are maintained in the most current and stable state and completion of appropriate planning for replacement lifecycles and associated budgeting for these areas.

  • Working with the Department’s Leadership, oversee the design of physical and logical connections between systems, services, and endpoints.

  • Ensure systems and services associated with infrastructure, systems and applications are redundant and include high availability for core services.

  • Provide leadership to ensure that all system, configurations, and data backups are maintained in redundant offsite and local repositories while working with the CISPO to ensure confidentiality, security, integrity, and availability of the data.

  • Research current and new industry trends, technologies, and software development. Identify opportunities for improvements, expansion, and/or reduction of services that meet the needs of the enterprise.

  • Promote and use a data driven approach within its group to ensure SLAs are met and to drive understanding and improvements within areas of responsibilities.

  • Develop and drive a technical community across the organization that fosters innovation, agile design and test methodology, flexible teaming, knowledge sharing and talent transformation


Planning



  • Collaborate with other IT teams as appropriate to develop and design the most appropriate technology deliverables. This includes working with UIC’s regional sites to support their needs.

  • Develop, promote, and follow the application of project management principles for all solutions.

  • Responsible for defining the enterprise architecture process and architecture review and advisory process.

  • Continuously review, propose and implement standardizations and automations of service and technology offerings.

  • Working with ACCC Leadership, lead the planning and implementation of disaster recovery and business continuity efforts; ensuring that institutional data is managed, archived, and stored securely in both local and offsite repositories. This includes data at rest as well as data in transit.

  • Conduct ongoing evaluation of infrastructure and services to identify opportunities for improvement, cost effective solutions, migration to cloud, etc.

  • Prepare and maintain technical specifications and related documentation to secure procedures and prevent system failure.

  • Direct or indirect involvement in the development of policies, standards and guidelines that direct the selection, development, implementation, and use of IT

  • Responsible for ensuring capacity planning and vendor management of the enterprise’s data center facilities, server, networking, storage, end user computing, and backup infrastructure and support are delivered and leveraged in proactive planning to avoid business disruption.


Managerial



  • Hire, supervise, develop, evaluate and coach staff.

  • Coach, mentor, and cultivate an environment of continual learning and growth for direct reports and group members.


Budgetary



  • Develop, track, and control the information technology annual operating and capital budgets

  • Monitor KPIs and IT budgets to assess performance

  • Ensure institutional technology purchases are requested, budgeted, and implemented within set guidelines to ensure the advancement of systems, applications, and services.

  • Assist in the development of future budgets, and in the analysis and evaluation of cost recovery, costbenefit, and other quality management/assessment approaches for IT services.



  • Perform other related duties and participate in special projects as assigned.


Job Knowledge & Skills, Education, Experience


A minimum of a Bachelor's degree required. Masters degree preferred.


Minimum of 6 years of proven experience in similar position


At least 5 years of experience in management of professional technical staff positions.


At least 5 years of experience working within an enterprise grade infrastructure or systems group.


Demonstrated increasing level of responsibility in leadership roles.


Demonstrated experience effectively developing, communicating and implementing strategic objectives.


Knowledge of Cloud-Service SLA’s and vendor management, reporting applications, monitoring tools, system configuration best practices, network and security credentials systems, Microsoft Office, cloud services including SaaS/PaaS/IaaS, disaster recovery and business continuity best practices.


Understanding of data center, network, and application services and technologies.


Experience in higher education.


Capable and comfortable with balancing time between foundational Enterprise Architecture (Mode 1: ensures efficiency and predictability) and vanguard Enterprise Architecture efforts (Mode 2: concerned with speed, agility and flexibility to achieve a unified and flexible Enterprise Architecture that meets the organization’s needs). 


Demonstrated ability to apply best practices in project management and timely deliverables, and the ability to prioritize projects and manage resources.


Ability to build and maintain productive relationships with a wide range of personalities in clients, faculty, students, team members and peers within all levels of UIC.


Demonstrated ability to be forward-thinking and innovative while understanding client needs and the limitations of UIC business processes and technologies.


Ability to translate business needs into technical requirements to enable support staff success in meeting the expectations of our internal and external clients.


Critical thinking and problem-solving skills. Evaluate alternatives and drive to solutions.
