Job Description:
The incumbent will support Deloitte's compliance with the National Industrial Security Program Operating Manual (NISPOM), DCID, ICD, and other government and firm security policies and procedures.
This is an experienced personnel security professional role within the GPS Security Management Office Shared Services Center. The primary responsibilities are to perform standard and specialized personnel security (PerSec) duties in support of NISP-related classified, Intelligence Community, and Controlled Unclassified Information/agency sensitive (CUI-Public Trust) programs.
The individual will provide timely, accurate, and courteous processing of PerSec actions required through-out the personnel security lifecycle. It will involve NISP personnel clearance processing, Special/SCI access and Public Trust suitability processing. The position offers an opportunity to perfect the industrial security and Public Trust suitability personnel procedures within a shared services environment and continue to build a career in the field.
The position will require development of regulatory knowledge governed by the NISPOM (National Industrial Security Program Operating Manual), DCID/ICD (Director of Central Intelligence/Intelligence Community Directives), and agency-specific Public Trust suitability programs.
Primary Duties & Responsibilities of this position:
* Initiate, prepare, and submit required personnel security applications (initials, upgrades and periodic reinvestigations) for access to National Security Information and Intelligence Community Programs to include eQIP, SF86, SF85P and other agency required paperwork
* Process contractor suitability paperwork in support of on-boarding requirements for Public Trust contracts
* Support GPS Securitys personnel security mission to include daily database interactions, including but not limited to: status checks in JPAS; monitoring and queries associated with ensuring our cleared personnel databases are in sync with current employee status; notifications to newly cleared personnel; maintaining updated personnel security and suitability records, outgoing clearance certifications for classified visits; maintaining accurate and up-to-date records within internal database
* Fingerprint candidates in process for investigations
* Act as the quality control specialist for personnel security paperwork, ensuring all packages are properly completed and ensuring any required/associated documentation is included. When workload demands, also initiate, prepare and submit required personnel security applications (initial and periodic reinvestigations) for access to National Security Information/Intel/Special Access Programs.
* Manage workload and cases. Conduct ongoing follow-up/communication with engagement teams and government points of contact (POC).
* Prepare and complete visit authorization letters (VALs, PermCerts) for classified visit requests, and reciprocity letters
* Support the requirements for client badging/onboarding
* Assist with other GPS Security missions/actions as required
Position-specific Required Skills:
* Associates degree and/or professional security certification (DSS FSO, SPeD level 1, or NCMS ISP)
* 3-5 years of security or service related experience
* Professional, customer-centered attitude; executive demeanor
* Discrete, with ability to properly handle and protect highly sensitive personnel/security data
* Strong computer skills - MS Word, Excel, Access, PowerPoint, Outlook and Internet; familiarity with security database operations
* Possession of, or ability to obtain/maintain, a Secret personnel security clearance
* Knowledge of government databases including the Joint Personnel Adjudication System (JPAS), Secure Web Fingerprint Transaction (SWFT) and Electronic Questionnaires for Investigations Processing (eQIP)
* Knowledge of National Industrial Security Program Operating Manual (DoD 5220-22.M)

Additional Desired Skills:
* Bachelors degree
* Existing Secret clearance
* Familiarity with Access Commander database software
