Mid-Level Full Stack C#/SQL Developer at Indiana Commission for Higher Education (Indianapolis, IN)

The Indiana Commission for Higher Education (ICHE) is responsible for processing and validating all state student financial aid applications and disburses approximately $300 million per year. The Application System Analyst and Programmer is a full-stack developer that plays critical role at ICHE in its mission by designing, testing, implementing, and supporting our custom software platforms. Due to the large appropriations that ICHE is responsible for administering, attention to detail, thoroughness, and an understanding of complex systems is necessary for success.



Essential Duties/Responsibilities:



  • Design, scope, and implement new functionality, modify and test existing functionality, and support users and students using our core financial aid platform - ScholarTrack

  • Assist in the development and implementation of Standard Operating Procedures for the IT team and ScholarTrack users to follow with the goals of system stability, protection of student data, security, and accountability

  • Be an "Advocate for the Software" in discussions with Commission stakeholders to ensure that functionality requests/changes are properly vetted and discussed prior to efforts to design and scope the features

  • Properly evaluate, scope, and estimate project and feature requests and deliver on-time quality products consistently

  • Assist Commission staff with training, both at technical and non-technical levels

  • Help review and test business continuity/disaster recovery plan for student financial aid applications and other CHE information systems



Requirements:



  • Solid understanding of agency mission and programs (http://bit.ly/2F8qNH4); ability to work in a team environment with minimal supervision.  Demonstrated self-motivation and initiative required.

  • Demonstrated ability to communicate effectively with coworkers and customers

  • Bachelors degree plus three years of experience; ability to read and understand complicated technical manuals

  • Demonstrated knowledge in C#, Microsoft SQL Server (including Stored Procedures and Functions), Javascript, HTML/CSS

  • Solid understanding of relational database design principles and techniques in Microsoft SQL Server

  • Experience using version control, used to identify changes in source, solution, configuration, and other files. Demonstrated ability to manage multiple versions of codebase.

  • Demonstrated problem-solving, analytical proficiency, and careful attention to detail

  • Ability to manage multiple application development software projects and priorities
