POSITION SUMMARY:  Under the direction of Senior Leadership, the Information Services Director provides vision and leadership for the strategic development and management of information, information resources, and technology to support achievement of Central Peninsula Hospital's mission, vision, values, strategic goals, and priorities. As security officer, the IS Director oversees all ongoing activities related to the development, implementation, maintenance of, and adherence to the organization's policies and procedures covering the security of, and access to, electronic patient health information (PHI) and personal identity information (PII) in compliance with federal and state laws and the healthcare organization's information security practices. The IS Director is responsible for assuring information services security of both physical IS equipment and information contained therein. 

  1. Department Operations: The Director of Information Services administers, organizes, and plans activities of the department.  This may include establishing and updating policies and procedures in accordance with hospital policies, standard practices of the profession,  and related state and federal laws; regularly conferring with other departments to coordinate activities and needs of the Information Services department; initiating plans to   motivate staff and achieve work goals; timely and accurate reporting; promoting    professional growth among staff by identifying and meeting staff education needs with   proper training and necessary equipment and supplies to effectively perform their work.
  2. Fiscal Management: The Director of Information Services maintains department expenditures within approved   department budget.  This may include developing department operating and capital budgets for approval by the Chief Financial Officer and Administration; providing input into establishing staffing levels for the department; monitoring and adjusting staffing to maintain productivity levels; providing rationale for budget and productivity variances.
  3. Human Resources: The Director of Information Services administers the human resources of the department. This may include hiring new employees with administration's authorization; assuring all staff are trained to perform their jobs, properly oriented to the work environment and provided with the necessary equipment and supplies to perform their work; conducting performance reviews of Information Services employees, counseling and/or disciplining employees for unsatisfactory work performance of  violation of department or hospital policy; recommending appropriate salary adjustments;  interpreting hospital and department policies to staff; and analyzing/resolving worker and  work related problems.  
  4. Quality: The Director of Information Services develops and implements quality control  procedures to include developing, monitoring, and reporting of quality management studies; modifying departmental practices to improve outcome; involving staff in the quality management process; providing for identified education needs; participating in the quality improvement process; and collaborating with other health care professionals inter-departmentally and within the community to address identified  problems.  The Director of Information Services attends monthly department manager meetings; conducts own department meetings, and keeps own department meeting minutes, giving a copy to the Administrator.
  5. Integrated Information System: The Director works toward an integrated information system within the facility and throughout the community.  The Director of Information Services works with committees and Administration in the periodic review and update of long range IS    department plans assessing new hardware and software technology and forming new policies.  This includes prioritizing needs and implementing plans.  The Director has the ultimate responsibility for scheduling and controlling operations, monitoring systems utilization, and working with vendors to correct problems and maintain high response time and job throughput.  The Director is responsible for the planning, acquisition, and supervision of installation and configuration of new hardware and software.  This position acts as  the computer systems security officer assuring information services security of both physical IS equipment and information contained therein; evaluates utilization and effectiveness of production system through periodic audits and consistent control procedures; and develops and  coordinates training programs to provide effective utilization of hardware and software.
  6. Continuous Learning: The Director of Information Services takes responsibility for personal and professional development by participating in professional organizations and hospital committees; increasing knowledge base through continuing education; maintaining specialty certification, as appropriate; promoting the professional image of the hospital through community involvement; and contributing to the professional growth of others.
